Low Interest Loans The Northwest Alabama Council of Local Governments and the Tennessee Valley Authority offer reduced interest, fixed asset loans for projects in the Shoals. Rates are generally several points below prime. Road infrastructure improvement grants can be made, when appropriate, along with utility and general infrastructure assistance.
