FLORENCE, AL(April 14, 2021) – The Shoals Economic Development Authority (The Shoals EDA) is unveiling the Pure Shoals Plan, an economic development strategic plan that will guide the organization's efforts over the next five years in creating new jobs and bringing new investment to Colbert and Lauderdale Counties. Boyette Strategic Advisors (Boyette), an economic development and public policy consulting firm, worked with The Shoals EDA to develop the plan. The plan was presented by Boyette at The Shoals EDA Board Meeting today.
The Pure Shoals Plan was developed based on extensive stakeholder input obtained through a series of discovery sessions and one-on-one interviews, as well as three online surveys targeted to Millennial/GenZ audiences, Northwest Shoals Community College students, and University of North Alabama students. In addition, Boyette conducted thorough research into successful economic development organizations and practices and completed an extensive assessment of the county's existing resources and opportunities.
"The Pure Shoals Plan has helped us identify opportunities to enhance our resources and improve our competitiveness for jobs and investment," said Greg Ezell, Chair of The Shoals EDA. "It also provides us with creative and dynamic strategies and action items to address and mitigate challenges, while maximizing our assets."
The Pure Shoals Plan included identification of four target sectors for The Shoals EDA to focus its efforts, including: aerospace/defense suppliers, automotive suppliers, film and music production and information technology. The plan outlines the location considerations for each sector, along with The Shoals' strengths and advantages related to each target.
The plan also includes strategic focuses in four areas including: Identity, Marketing and Communications; Creativity and Innovation; Business Retention and Attraction; and Structure and Partnerships.

To assist The Shoals EDA in pursuing the strategies and action items, an implementation plan has been prepared to outline resources, responsible parties and deadlines for each tactic.
